Ugh. Just what Gallente desperately needs - more underwhelming garbage that no one in their right mind uses (see: hybrids; damps; info warfare; Gallente logi; etc. etc.). I, for one, can't wait to devote three midslots to damping down one opponent in a field of 5/10/20/100+ with my trimarked, plated, 30-second-align-time battleship.

Unfortunately, you need to apply multiple damps to shut down one single ship. Reducing, say, a badguy Tempest's targeting range from 90km to 45km with a ~-50% damp isn't going to really cramp his style. A second one (now featuring: stacking penalties), might bring him down to 25km (inconvenient!). Third one, penalized even further (**** math!), but hey, you really shape the battle by throwing all of your ewar midslots at that one tempest. Arazus and Lachesis have crazy long targeting range and the bonused RSDs already (not to mention better scan res, more nimble, etc.) A BS-sized Lachesis would be a liability on grid.
That said, go to your favorite killboard, call up ~20 random Arazus/Lachesis lossmails and see how many experienced recon pilots actually fit damps.
Damps are terrible.
Maybe a crazy huge 30km+ scram range bonus wouldn't be unwelcome on a Gallente BS. Shutting down mwds in a given area would pretty cool. I don't know. I've given up on Gallente. I really want to like them but it seems that the entire race was an afterthought by CCP.
